Important Update: WhatsApp Messaging Limits Changing October 7, 2025

Starting October 7, 2025, WhatsApp will introduce a major update to how messaging limits are calculated for businesses. This change will make it easier to scale communications, simplify account management, and help businesses reach customers more efficiently.

The update replaces the traditional per-number limit system with a new portfolio-based model. Messaging capacity will now be shared across all phone numbers within a business portfolio. Below is a detailed look at what is changing and how your business can benefit.

The Key Change: From Number-Based to Portfolio-Based Limits

Until now, WhatsApp Business messaging limits were set for each phone number individually. Every number had its own daily cap based on message quality, user engagement, and account activity.

Starting in October 2025, limits will be calculated at the portfolio level instead. This means that all phone numbers under a single business portfolio across all WhatsApp Business Accounts (WABA) will share one combined limit. The portfolio limit will match the highest existing limit of any number in that portfolio.

Example:
If one number in your portfolio has a limit of 100,000 messages and the others are capped at 10,000, your new portfolio limit will automatically become 100,000. All numbers within that portfolio will share the same limit.

What’s New and Improved

1. Shared Messaging Limit

All phone numbers within your portfolio will now share a single messaging limit. This creates flexibility and efficiency, allowing message capacity to be distributed wherever it is needed most.

2. Higher Initial Limits for Existing Portfolios

Current portfolios will automatically receive a higher shared limit. The new portfolio limit will match the highest limit of any existing number within your account, giving many businesses an instant increase in capacity.

3. Immediate Access for New Numbers

Any new phone numbers added to your business portfolio will immediately receive access to the full portfolio limit. This means you can scale campaigns or launch new service lines without waiting for gradual approval or message volume growth.

4. Faster Scaling

Under the current system, it can take up to 24 hours for messaging limits to increase. With this update, scaling will now occur within just six hours. This provides faster response times for growing campaigns and helps businesses ramp up activity more smoothly.

5. New Portfolio Starting Limit

Newly created portfolios will start with a default daily limit of 250 messages. This can increase quickly based on the portfolio’s overall messaging performance and engagement quality.

6. “Flagged” Status Removed

WhatsApp is simplifying the quality rating system by removing the “Flagged” status. Businesses will continue to see the standard quality rating tiers of High, Medium, or Low, making account management clearer and easier to monitor.
